From community initiatives to national policy, I explore how young people develop their capabilities, access opportunity and exercise meaningful influence, and how leadership can pass between generations with purpose.

Better decisions.
Stronger institutions.
Meaningful change.
I help leaders turn evidence into better decisions, stronger institutions and meaningful change.

The work
Four questions that drive my work
Across my research, advisory work and writing, I explore how institutions can make better decisions, improve lives and expand opportunity.

Evidence. Decision. Change.
Three examples of the institutional work behind the writing.

Strengthening WSH data systems across Sub-Saharan Africa
WSH Data Labs Initiative · Dev-Afrique Development Advisors
- Evidence
- Water, sanitation and hygiene decisions depend on information that institutions can trust and use.
- Decision
- Shuko set up and led the WSH Data Labs Initiative, bringing a systems perspective to data, institutional capability and decision-making.
- Change
- Better data becomes valuable when the people, processes and institutions around it can turn evidence into action.

Understanding health geospatial ecosystems
Nigeria and the Democratic Republic of the Congo
- Evidence
- Geospatial evidence can only improve health decisions when the wider ecosystem that produces and uses it is understood.
- Decision
- Shuko assessed the actors, systems and institutional conditions shaping health geospatial work in both countries.
- Change
- The work connects technical capability with the institutional realities that determine whether evidence reaches a decision.

Building Zambia’s national IPC data system
Ministry of Health and Zambia National Public Health Institute
- Evidence
- National Infection Prevention and Control decisions required a stronger, more coherent information system.
- Decision
- Shuko supported the establishment of the national IPC data system while working with Zambia’s public health institutions.
- Change
- It demonstrates the practical distance between collecting information and building a system capable of using it.

The perspective
A practitioner who writes, and a writer who builds.
Africa does not lack ideas, evidence or ambition. What we often lack are systems capable of turning what we know into sustained action.
For more than a decade, I have worked with governments, foundations and development organisations across Africa to strengthen health and data systems, inform strategy and expand young people’s opportunities and influence.
Ways to engage
Put evidence, strategy and leadership to work.
Engagements are shaped around the decision, system or conversation that needs to move.

Advisory & Strategy
Institutional diagnostics, strategy design and practical support that connects an organisation’s ambition to the decisions and systems needed to deliver it.
02
Research & Evaluation
Study design, evidence reviews, data systems, monitoring, evaluation and learning that help leaders ask better questions and act on what they find.
03
Speaking & Facilitated Dialogue
Keynotes, panels, workshops and leadership conversations on institutions, evidence, youth, power and the choices that shape change.
04
Training & Leadership Development
Learning experiences, curriculum design and mentorship that strengthen analytical practice, institutional learning and leadership capability.
